SEF - Complaint about humiliating treatment at Saldanha

Good afternoon,

I'm writing to complain about the treatment received today at the Saldanha Loja do Cidadao.

We are investors and came to Portugal with the intention of investing here, creating a company and creating employment.

We have had nothing but problems from all the institutions that are making it extremely hard for us to obtain the necessary documentation.

The last straw was this morning at Saldanha Loja do Cidadao where we had an appointment to obtain our 'Certificado de Cidadao Europeu' There was a queue of people at the door and a lady was speaking to them one by one, resolving their queries. We had approximately 6 people in front of us and had to patiently wait our turn to speak to her and be allowed inside the building. Then, there was another queue in front of the escalator, with two people in front of us also raising questions with the security guard who finally let us in after waiting our turn. As a result, we were 15 minutes late for our appointment.

The staff at the balcao, blatantly refused to receive us because we were a few minutes late. Interestingly, there were 3 ladies sitting at the desk and they were serving no customers. We explained we were slightly late because of the queue outside and they rudely said that we had to go away, we explained that our delay was caused by the queue outside and the lady shockingly called us 'liars' assuring that there were no queues. I have photographs to prove the contrary.

I have lived in several European and Asian countries in my life and never came across such obnoxious civil servants and have never been humiliated in this way before. We were hesitating between Malta and Portugal for our business, and had I known we were going to face so many obstacles and such appalling treatment in Portugal, we would have chosen Malta instead. If the situation doesn't improve, we may still take our money and invest elsewhere.
