I've recently moved to Lisbon and shipped my personal belongings via Fedex. The clearing process was quick, until Fedex called to inform that i had to pay 739 in taxes upon receipt of my items. I immediately contacted Rangel to inform them that this shipment only contained by personal items, and that nothing was for resale and had no commercial value. As i have recently relocated here, i am simply moving my personal belongings that were not possible to bring on an airplane via FedEX. I've paid over $600 to Fedex, therefore there should be no additional charges on the Portuguese side. The law in Portugal stipulates that "the owner of goods be present in Portugal before your the shipment arrives for inspection, and that the shipment arrive no later than 90 days from the date of the owner’s arrival. All household effects and furniture belonging to those relocating to Portugal are admitted duty-free, if proof can be presented that they have been in your possession for more than one year." I've emailed then almost everyday asking for a review of their taxes and to finally release my boxes. Noone picks up the phone, and no one answers the email. Fedex Portugal has been trying to contact them as well to rectify this and no one is being proactive. The worst customer service and making the process of relocating to Portugal really difficult for foreigners.
