DHL Express - Parcel blocked at the customs

Dear team,

My parcel still blocked at the customs and i sent you many emails to ask you about the delay and how much will take to do clearance, you answer always is " wait".

We paid for the DHL for one reason >> Fast shipping >> because the time = money
Now the parcel is blocked since 26/06/2019 and until now, no response just waiting the customs clearance. but there is no laws in this country that protect the rights of the customers ?????
is the customs clearance has the right to block parcel for a unknown date ?
And my question always what's the maximum days that customs has to do the clearance ???
we need this information to manage our risk.
